Pennsylvania Governor Wolf In Talks With Delaware Governor Carney To Partner GULFTAINER-Controlled Port Of Wilmington With Port Of Philadelphia; GULFTAINER Tied To Russia, Iraqi Nuclear Bomb Program

Pennsylvania Democrat Governor Tom Wolf is in talks with Delaware Democrat Governor John Carney about ways in which the Port of Wilmington, currently controlled by the near-bankrupt and heavily-in debt GT USA Wilmington LLC, “could partner with its longtime rival in Philadelphia,” the Port of Philadelphia, according to a November 15, 2022 report from Wilmington newspaper The News Journal, titled “Delaware governor says he discussed ways to partner, not compete, with Philadelphia port.”

GT USA Wilmington LLC is a subsidiary of the Middle-Eastern-based seaports and container terminal management company GULFTAINER.

GULFTAINER is co-owned by the brother and business partner of Saddam Hussein’s notorious nuclear mastermind Dr. Jafar Dhia Jafar, a nefarious, rogue Iraqi WMD scientist whom the Pentagon placed on U.S. Central Command’s secret Operation Iraqi Freedom (OIF) Blacklist.

The Pentagon wanted Dr. Jafar Dhia Jafar for capture or kill.

Coalition Forces were authorized to militarily engage nuclear physicist Dr. Jafar Dhia Jafar, Iraq’s nuclear bomb mastermind, should he resist capture.

U.S. adversary Russia would no doubt love to take control of the cargo container terminals at the Port of New York and New Jersey, the busiest seaport in the United States, measured by cargo volume, as of August 2022.

But Russia would probably settle for the next-best Northeastern U.S. seaport, the Port of Philadelphia. After all, Philadelphia is located only 89 miles from New York City, the primary target of the September 11, 2001 terror attacks.

The Port of Philadelphia is designated as a National Port Readiness Network (NPRN) Commercial Strategic Seaport. “The National Port Readiness Network (NPRN) is a cooperative designed to ensure readiness of commercial ports to support force deployment during contingencies and other national defense emergencies,” according to the U.S. Department of Transportation Maritime Administration.

“The Strategic Seaport Program, or SSP … provides America’s armed forces with a reserve seaport capacity to handle any sudden, large increases in the need to move military assets during a national emergency or surge deployment,” according to the U.S. Army.

“Ports in Philadelphia, PA, Charleston, South Carolina, Jacksonville, Florida and Beaumont, Texas play major logistics roles, loading cargo to supply American troops in war zones,” according to The Marine Express. “These have been the top four ports for supplying our troops with ocean-borne cargo over the past fifteen years.”

The U.S. Navy stores decommissioned surface warships at the Naval Inactive Ship Maintenance Facility (NISMF) at the former Philadelphia Naval Shipyard, commonly known as the Navy Yard.

Russia likes to operate in the shadows, so the seaports management company that Russia would likely turn to in order to get into the Port of Philadelphia, near The Big Apple, is GULFTAINER.

GULFTAINER was founded by an Iraqi family loyal to Saddam Hussein, is headquartered in the United Arab Emirates, and has many connections to Russia, the Soviet Union, and former senior KGB agents.

GULFTAINER joined forces with Russian military-industrial conglomerate ROSTEC to create a half billion dollar joint venture called Gulftainer Russian Technologies. ROSTEC Exports Russia’s Trojan Horse Club-K Container Missile System through ROSTEC’s wholly-owned subsidiary ROSOBORONEXPORT.

This  latest Democrat-hatched scheme would severely undermine U.S. national security.

This will fulfill the military objective of America’s adversaries: to secure additional” long-term access “inside the wire” at strategic U.S. seaports.

Expanding GULFTAINER’s U.S. seaport footprint beyond Florida’s Port Canaveral and Delaware’s Port of Wilmington, and into a new major metropolitan target, Pennsylvania’s Port of Philadelphia, would make not only make World Economic Forum Founder and CEO Klaus Schwab proud, but also Henry Kissinger, and George Soros, the number one funder of the Democrats.

Agreements between competitors to assign or allocate customers to divide territories or to not solicit or hire the others’ employees are almost always illegal. Only the terms and conditions of the deal will expose the legality of the agreement. On its face, expanding to another territory for a counterparty that has not performed and is in financial arrears begs the question as to what is actually going on.

The Wolf-Carney talks in which the fellow democrats are floating the disastrous idea of expanding GULFTAINER’s footprint across the busy Northeastern U.S. seaports corridor along the Delaware River, alarmingly close to New York City and Washington DC, is especially dangerous now, as Russia’s war in Ukraine along NATO’s border pushes the world’s superpowers ever closer toward escalation into World War III.

According to the World Bank’s IFC, GULFTAINER is co-owned by Sheikh Sultan Al-Qassimi, the Ruler of Sharjah, United Arab Emirates and Hamid Dhia Jafar.

Hamid Dhia Jafar is an Iraqi oil magnate and former Saddam Hussein loyalist who secretly plotted to finance Iraq’s WMD programs.  Notorious Russian arms trader Viktor Bout, who supplied weapons to the Taliban and other terrorists, operated out of Sharjah’s airport, controlled by Hamid Dhia Jafar’s GULFTAINER partner Al-Qassimi.

Hamid Dhia Jafar’s brother and business partner, Iraqi nuclear physicist Dr. Jafar Dhia Jafar, served as Saddam Hussein’s nuclear mastermind and is widely recognized as the principal architect of Iraq’s clandestine nuclear weapons program. The Pentagon placed Dr. Jafar Dhia Jafar on U.S. Central Command’s secret Operation Iraqi Freedom blacklist of Saddam regime officials wanted for capture or kill.

GULFTAINER and Russian state-owned defense conglomerate ROSTEC entered into a 2010 joint venture called GULFTAINER Russian Technologies. Vladimir Putin personally attended the signing ceremony during which Hamid Dhia Jafar’s son Badr Jafar, a GULFTAINER executive, signed the Middle ports management company’s joint venture with Russia.

ROSOBORONEXPORT, a wholly-owned subsidiary of ROSTEC, exports Russia’s Club-K Container Missile System, a Trojan Horse weapons system that looks nearly identical to the intermodal shipping containers routinely handled at the Port of Wilmington and the Port of Philadelphia.

President Barack Obama and Vice President Joe Biden, using U.S. Department of Transportation Recovery Act TIGER grants to set the table for GULFTAINER’s takeover of two U.S. strategic seaports, bypassed the mandated Committee on Foreign Investment in the United States (CFIUS) national security threat analysis and allowed GULFTAINER to build a container terminal at Florida’s Port Canaveral.

Shockingly, or perhaps not, the Obama-Biden administration welcomed the Iraqi Jafar family’s GULFTAINER with open arms at Florida’s Port Canaveral, where Gulftainer built a container terminal 1000 feet from U.S. Navy submarines armed with Trident nuclear missiles, adjacent to Canaveral Air Force Station, and within sight of NASA’s Kennedy Space Station.

GULFTAINER was subsequently able to piggyback off of the Obama-Biden Administration’s approval of the Port Canaveral deal to obtain a 50-year lease to Delaware’s entire Port of Wilmington.

The gatekeeper to CFIUS during GULFTAINER’s Port Canaveral deal (secretly negotiated under the code-name Project Pelican), was CFIUS staff chairman Aimen Nabi Mir. Mir was the two-time president of the youth wing of the Islamic Society of North America (ISNA).

CFIUS staff chair Aimen Mir’s father Dr. Ghulam Nabi Mir is an Islamic Society of North America (ISNA) founders committee member. ISNA was named by the United States government as an unindicted co-conspirator in the Holy Land Foundation Hamas terrorism funding trial.

President Trump slapped sanctions on Club-K exporter ROSOBORONEXPORT on April 6, 2020, the same day that Delaware’s state-owned Diamond State Port Corporations’ board voted to award GULFTAINER with a 50-year lease to manage the entire Port of Wilmington.

When U.S. Representative Dan Donovan (R-NY) heard about GULFTAINER and Project Pelican, he sponsored bill H.R. 7213, The “Countering Weapons of Mass Destruction Act of 2018,” which amends the Homeland Security Act of 2002 to establish within the Department of Homeland Security (DHS) a Countering Weapons of Mass Destruction Office.

We previously reported that “President Trump signed H.R. 7213, the “Countering Weapons of Mass Destruction Act of 2018” into law on December 21, 2018, in an Oval Office ceremony attended by Representative Donovan and Homeland Security Secretary Kirstjen Nielsen, among others.”

Governor Wolf “Initiated” The Conversation, Governor Carney Says

“A month after bankruptcy experts took control of the Port of Wilmington’s private operator, the governors of Delaware and Pennsylvania spoke by phone about ways in which the financially distressed facility could partner with its longtime rival in Philadelphia “as opposed to competing all of the time,” according to the News Journal report.

Governor Carney stated that “the conversation … occurred about two weeks ago and was initiated by Pennsylvania Gov. Tom Wolf,” according to the paper.

“Such a proposal to incorporate Wilmington into a larger regional system of ports along the Delaware River has been floated and discussed internally among Port of Philadelphia officials in recent months, according to a source with direct knowledge of the conversations,” the paper noted.

Governor Wolf’s 2014 gubernatorial campaign received support from the Communist Party USA, a detail that makes Wolf’s overtures toward the Port of Wilmington, controlled by Russia’s partner GULFTAINER, all the more concerning.

According to a September 1, 2014 Communist Party USA (CPUSA) article titled “Communist Party USA in action: What we do,” “Some of our members are working with their unions; others are active with Working America and involved in the campaign to defeat Tom Corbett and elect Democrat Tom Wolf.”

GTUSA owes its creditors, “a group led by AIG,” $100 million according to The News Journal.
