GULFTAINER Kicked Out Of Delaware’s Port Of Wilmington, But Remains In Port Canaveral … For Now

JOE BIDEN - DNREC SECRETARY SHAWN GARVIN - GULFTAINER PORT OF WILMINGTON - THE AMERICAN REPORT

By Mary Fanning and Alan Jones | The American Report | June 10, 2023

GULFTAINER, the UAE-based seaports and cargo container management company co-owned by the brother of Saddaam Hussein’s nuclear weapons mastermind Dr. Jafar Dhia Jafar and that in 2010 established a joint-venture with ROSTEC / ROSOBORONEXPORT, the Russian state-owned exporter of Russia’s Trojan Horse Club-K Container Missile System, has been kicked out of Delaware’s Port of Wilmington nearly five years after GULFTAINER signed a 50-year lease in 2018 to operate the Delaware seaport.

Since 2015, The American Report has been covering the national security nightmare presented by foreign-owned GULFTAINER’s U.S. seaports deals.

It remains unclear if GULFTAINER will remain in Port Canaveral. In 2014, GULFTAINER signed a 35-year cargo container terminal lease at Florida’s Port Canaveral under the secretly-negotiated PROJECT PELICAN operation. The Obama-Biden Administration approved GULFTAINER’s Port Canaveral deal without conducting a required CFIUS National Security Threat Analysis. GULFTAINER’s Port Canaveral terminal is located 1000 feet from the U.S. Navy’s Trident Submarine Turning Basin and within sight of NASA’s Kennedy Space Center.

GT USA - GULFTAINER - PORT CANAVERAL

DelawareOnline, the home page of Wilmington newspaper The News Journal reported on June 2, 2023:

Delaware officials have selected a new operator for the Port of Wilmington, Massachusetts-based Enstructure LLC. The decision ends the tenure of GT USA Wilmington, which did not deliver on job promises and expansion plans in its almost five years operating the port…

…GT USA Wilmington has missed lease payments and failed to build the container terminal, while Delaware has continued to pay for parts of the port’s operations.

The company’s years of financial troubles led its creditors to seize control of its board of directors last fall and eventually spurred the search for a new port operator.

“Gulftainer is out and a Massachusetts company is in at the Port of Wilmington,” Delaware Business Now also reported. “Enstructure will take over management of the port under a deal worked out with the state-owned Diamond State Port Authority.”

GULFTAINER is an affiliate of the now-collapsed Dubai-based private equity firm The Abraaj Group. GULFTAINER co-owner Hamid Dhia Jafar was a founding shareholder of The Abraaj Group by way of GULFTAINER affiliate CRESCENT INVESTMENTS.

Barack Obama’s friend at Occidental College Wahid Hamid, an international student from Pakistan with whom Obama traveled through Pakistan in 1981, was a managing partner at The Abraaj Group.

“During his years at Occidental College, Mr. Obama also befriended Wahid Hamid, a fellow student who was an immigrant from Pakistan and traveled with Mr. Obama there, the Obama campaign said,” according to a  New York Times report.

KGB ‘Bear In The Desert’ Primakov’s Islamic Bloc And GULFTAINER

We wrote in our November 9, 2017 occasional paper at the Center for Security Policy “The Perfect Storm:  Project Pelican’s Gulftainer, Russia’s Club-K, KGB’s Primakov, North Korea, and the Architects of the Islamic Bloc and the Iran Nuclear Deal”:

Under the watchful eye of KGB General Yevgeny Primakov,  Dr. Jafar headed Saddam Hussein’s top secret Petrochemical Complex Three (PC-3) nuclear weapons program. As Saddam’s Deputy Defense Minister, Dr. Jafar also oversaw procurement operations for Iraq’s vast nuclear, biological, and chemical WMD programs…

…Baghdad-born Dr. Jafar began his high energy physics career studying nuclear fission in the Soviet Union after being rejected for a position at his U.K. alma mater, the University of Birmingham. He spent decades under the tutelage of Saddam’s Soviet Adviser, KGB General Yevgeny Primakov (a.k.a. Nemchenko) (a.k.a. KGB code name MAXIM). Dr. Jafar has been working with the KGB and the successor of its First Chief Directorate, the SVR, for at least 36 years, dating back to at least 1982…

…Virtually single-handedly, Primakov ran Russia’s interests in the Arab World via the KGB’s Foreign Intelligence Service (FIS), the SVR, which Primakov established and directed. Among other things, Primakov was CIA mole Aldrich Ames’ handler.

Ferociously antisemitic and fluent in Arabic, Primakov clandestinely created Russia’s Islamic Bloc of terror-sponsoring Middle Eastern regimes:  Iran, Iraq, Syria, Lebanon, and Sudan.

The Islamic Bloc Uncloaks In 2023: Iran Announces Naval Alliance With Iraq, Saudi Arabia, United Arab Emirates, Bahrain, Qatar, Pakistan And India; Iran, Iraq And UAE May Already Have Russia’s CLUB-K Container Missile System

“Iran’s navy commander said his country and Saudi Arabia, as well as three other Gulf states, plan to form a naval alliance that will also include India and Pakistan, Iranian media reported,” according to a June 3, 2023 Reuters article.

Iran’s announcement that it was forming a new Islamic Bloc naval alliance came only a few days after the United Arab Emirates announced that the UAE had pulled out of a U.S. Navy-led maritime alliance.

Stars and Stripes reported on May 31, 2023:

A key security partner in the Middle East announced Wednesday that it had pulled out of an American-led maritime alliance earlier this spring, but the U.S. Navy has a different interpretation.

The United Arab Emirates said it “withdrew its participation” from Combined Maritime Task Forces two months ago after an “evaluation of effective security cooperation with all partners.”

The UAE’s Foreign Affairs Ministry statement was posted on the website of the Emirates News Agency, a state news service.

U.S. 5th Fleet, though, said Wednesday that the UAE is still a partner in the program, which is led by a Navy vice admiral and has task forces that focus on countering piracy, training and patrolling the waterways of the Middle East.

We also noted in The Perfect Storm:

U.S. defense experts have stated that the Russians have sold Club-K to Iran and also possibly to North Korea and Venezuela. “It is known that the United Arab Emirates has shown interest in buying the Club,” defense expert Mikhail Barabanov Russia’s Center for Analysis of Strategies and Technologies (CAST) told Reuters. Club-K container cruise missile launchers are designed to look identical to standard ISO intermodal commercial cargo containers, making them extremely difficult to detect and track. Club-K containers can be moved unnoticed throughout the United States aboard ships, riverine boats, rail cars, and flatbed semi-trailers.

Club-K Russian Kalibr-class cruise missiles can carry nuclear, EMP, chemical, biological, or conventional payloads and could deliver devastation far beyond anything Americans witnessed during the Pearl Harbor and 9/11 attacks.

The Club-K is a Trojan Horse that hides enemy missiles in order to attack the United States from inside the United States.

GULFTAINER, Dr. Jafar Dhia Jafar, Saddam’s UNIT 999, The Oklahoma City Bombing, And The 1993 World Trade Center Bombing

We previously reported in our May 14, 2020 exposé at The American Report titled “Unit 999: Iraqi Terror Unit Linked To Oklahoma City Bombing ‘John Doe No. 2,’ Gulftainer, And Dr. Jafar Dhia Jafar, Saddam Hussein’s Nuclear Mastermind With Ties To Bin Laden”:

Gulftainer, the Middle-Eastern ports company managing two strategic U.S. seaports — Florida’s Port Canaveral and Delaware’s Port of Wilmington — is not only connected to Iraq’s WMD programs and Russia’s Trojan Horse Club-K Container Missile Launching System, but also, disturbingly, to Iraq’s Unit 999.

Oklahoma City television reporter Jayna Davis identified ‘John Doe No. 2,’ as Iraqi Republican Guard soldier Hussain al-Hussaini‘ in her book The Third Terrorist.’

Following the April 19, 1995 Oklahoma City terror strike on the Alfred P. Murrah Federal Building that killed 168 Americans and wounded 680 others, Davis identified Timothy Mcveigh, Terry Nichols, and Iraqi Unit 999 soldier Hussain al-Hussaini as the principal terrorists responsible for that attack…

…Unit 999’s elite espionage and terrorism recruits, carefully selected by the Iraqi intelligence services from Iraq’s Republican Guard and from Middle Eastern countries across the Islamic Bloc, received advanced training to prepare them for overseas bombings, airliner hijackings, and suicide missions.

Saddam’s intelligence services also provided Unit 999 soldiers with advanced training in weapons of mass destruction procurement and concealment operations and in the tactical use of conventional and unconventional weapons, including Dr. Jafar Dhia Jafar’s nuclear, chemical, and biological weapons of mass destruction.

The ‘United States Battalion’ of Iraqi Directorate of General of Military Intelligence Unit 999 sent dozens of undercover Iraqi special forces troops and intelligence agents into the United States and Canada, according to intelligence sources. By 2002, Unit 999’s United States Battalion had expanded to over 500 troops.

Unit 999 operative Al-Hussaini’s Oklahoma City co-conspirator Terry Nichols is connected to al-Qaeda terrorist Ramzi Yousef, a.k.a. Rashid, the Iraqi,’ who was convicted of the 1993 World Trade Center bombing…

…Dr. Jafar Dhia Jafar and Iraqi Directorate of General Military Intelligence (DGMI), a.k.a. al-Istikhbarat, the Iraqi spy agency that commands Unit 999 operatives, with assistance from Russian intelligence services, concealed Sadaam’s and Dr. Jafar’s nuclear, chemical, and biological warfare facilities, programs, and WMD stockpiles across Iraq’s 168,000 square miles of territory, and often outside of Iraq…

…A paradigmatic example of the application of Sun Tzu’s principle of deception in warfare is the Russian-designed WMD delivery system the Club-K (Klub-K). The Club-K appears to be a standard intermodal cargo container, though it delivers devastating weapons of mass destruction far beyond anything seen at Pearl Harbor or on 9/11.

Gulftainer entered into a joint-venture with ROSTEC / ROSOBORONEXPORT, the Russian state-owned weapons enterprise that exports the Club-K Container Missile System…

…A Club-K surprise attack could launch conventional, nuclear, EMP, chemical, and biological weapons from cargo containers positioned inside the United States and strike U.S. cities and U.S. military bases within minutes, or seconds, with no advance warning.
